The draft law offers to specify that the hostels going under the Law of Ukraine No. 500 can be transferred to ownership of territorial communities in one of the following ways:
— on compensation-free basis in compliance with this Law — according to respective decision of a hostel owner;
— on partially-compensated basis in compliance with this Law — according to joint decisions of a hostel owner and a session of respective local council;
— on partially-compensated basis in compliance with the Civil Code of Ukraine taking in account peculiarities determined by this Law (on contractual basis) in an amount lower that the one mentioned in Section 4 of this Article — according to joint decisions of a hostel owner and a session of respective local council or under respective court ruling as a result of local council's appeal consideration;
— on full-compensation basis in case of preliminary full compensation in an amount set by Section 4 of this Article — under respective court's ruling as a result of hostel owner's appeal consideration.
Respective amendments are offered to the Housing Code of the Ukrainian Soviet Socialist Republic dated 1983, Civil Code of Ukraine, Laws of Ukraine No. 500 "On exercise of hostel residents' housing rights," "On transfer of state and municipal property," and "On collateral."
