The Committee meeting participants noted that the draft law was adopted by the Verkhovna Rada of Ukraine as a basis on July 14, 2015.
As a result of discussion of existing proposals in the Committee, the final wording of the draft law, taking in account the conclusion of the Committee dated July 1, 2015, offers to:
rule that in 2016 and 2017, the payment for services rendered by territorial servicing centers of the Ministry of Interior Affairs, as an exception from provisions of Section 2 and 3 of Article 29, Section 4 of Article 30 and Section 1 of Article 64 of the Budget Code of Ukraine (hereinafter the Code), is channeled under the following proportions: 50% — to the special fund of the state budget aimed at organizational provision of services according to the order set by the Cabinet of Ministers of Ukraine; 50% — to the general fund of the budgets of cities of republican importance in the Autonomous Republic of Crimea, district budgets, budgets of unified territorial communities established in compliance with the law and the far-reaching plan for formation of communities' territories.
That means that as against the wording of the draft law adopted in first reading, the final wording of the draft law offers to change the said proportions of payments for the services for local budgets from 10% to 50%.
At the same time, it stands to mention that the draft law derives from another governmental draft law No. 2567 "On services and servicing centers of the Ministry of Interior Affairs of Ukraine," which, in particular, determines legal fundamentals of rendering services. The said draft law was also approved by the Verkhovna Rada in first reading as a basis on July 14, 2015 and is being prepared for second reading by the Verkhovna Rada Committee on Legislative Support to Enforcement.
According to the Committee members, in order to ensure coherence of legal rules, the draft law No. 2568 should be considered in second reading only after the draft law No. 2567 is considered in second reading and adopted on the whole.
At the end of the consideration, the Committee decided to recommend that the Ukrainian Parliament adopt the draft law No. 2568 "On amendments to the Budget Code of Ukraine" in second reading and on the whole in the final wording.
