The participants of the Committee meeting of October 21 were members of the Committee, representatives of the Ministry of Social Policy, organizations of employers and trade unions. Besides the participants were representatives of the executive directorate of the Fund, who were the parties of the conflict.
The members of the committee discussed the situation that took place after unidentified persons had blocked some offices at the directorate of the Fund, which entailed clashes on October 19 2015. The Committee members noted it was unknown who ran the executive director of the Fund.
Chairperson of the Committee Liudmyla Denisova noted that the people's deputies were concerned over the issue of human rights protection. "The Fund administers the funds of insured persons. The incident that took place in the directorate of the Fund is likely to disrupt payment of insurance compensation and terminate material provision of millions of our citizens," he said.
Liudmyla Denisova also said that such actions at one of the two Funds, which are currently undergoing reformation, could be linked to lack of willingness and professionalism of the Ministry of Social Policy, which forms basic trends of the state policy in the field of social insurance, to reform social-insurance funds.
She said that protraction of reforms by the Ministry of Social Policy, which is engaged in state supervision in the fields of social insurance, removed employers and trade unions from the management of resources of social insurance funds.
According to the Secretariat of the Committee, members of the Committee decided to address the Ministry of Social Policy of Ukraine requesting to explain what measures were taken to improve the situation that happened in the executive directorate of the fund, and to call the Prosecutor General's Office of Ukraine and the Ministry of Interior Affairs of Ukraine requesting to check the lawfulness of orders and events that took place in the executive directorate of the Fund.
