Participants of the Committee meeting noted that the draft law No. 2638 aimed to fulfill the program for technical integration of Ukraine with the Multilateral system of route charges and respectively with the Multilateral agreement on payment of route charges.
The people's deputies drew attention to the fact that respective law (the Law of Ukraine "On order of settlements in foreign currency") contains terms that do not correspond to procedures of the European Organisation for the Safety of Air Navigation (EUROCONTROL), whose binding authority was enshrined in the law during Ukraine's joining the Multilateral agreement.
The draft law envisions amending Article 6 of the Law of Ukraine "On order of settlements in foreign currency," in particular, it adds new wording of Section 6, which reads:
— "requirements envisioned by Article 1 of the Law or the ones set by the National Bank of Ukraine in compliance with Article 1 of this Law, are not spread for settlements within export-import transactions during provision of services of air navigation by residents-providers of air navigation services."
The Committee members supported the draft law that enables Ukraine to fulfill obligations in compliance with international agreements of Ukraine ratified by the Verkhovna Rada and documents of EUROCONTROL binding for Ukraine.
That will also allow to ensure Ukraine's full membership of EUROCONTROL and obtain all advantages used by European countries-members of this organization. It will also allow further integration of the aviation sector of the state with the European aviation system.
