Verkhovna Rada Committee for State Building, Regional Policy and Local Self-Government recommends Ukrainian Parliament reject draft law on introduction of amendments into Law of Ukraine "On state service" (as to specific issues of encouraging state servants to raise their qualification through studying at National Academy for Public Administration under the President of Ukraine)

The draft law No. 2218 offers to encourage state servants to study at the National Academy for Public Administration under the President of Ukraine via granting them (after the studies) the ninth rank within category of position a state servant occupied as at the moment of entering the education establishment.

If a state servant has ninth or higher rank as at the moment of entering the establishment, he or she is offered to be granted with the next rank immediately within the category of their positions or beyond it.

Participants of the meeting noted, that the offered alternative way to grant ninth or higher rank to a state servant within the category of their positions or beyond it, is not in line with the principles and rules enshrined in the Law of Ukraine "On state service."
