Participants of the roundtable were people's deputies, representatives of the National Bank of Ukraine, National Commission for Regulation of Financial Services Markets, State Judicial Administration, State Consumer Rights Inspectorate, non-government consumer organizations, associations of professional financial markets participants and experts.

The participants heard the report on international, in particular, European experience in building of the system of protection of financial services consumers. They also pointed to extremely poor state of affairs in this system in Ukraine, discussed its most actual problems and ways of reformation of the system. Particular attention was paid to the necessity for adoption of the State program for reformation of the system of protection of human rights and legal interests of consumers of financial services, as well as to the format of legislative implementation of reforms in this field.

The Head of the Committee Serhii Rybalka reminded that several years ago, the Cabinet of Ministers approved the Strategy of reformation of protection of human rights and legal interests of consumers of financial services. “However, the document was never observed. There are no doubts that today, Ukraine needs its revision,” Serhii Rybalka said.

According to the Head of the Committee, such longstanding policy has resulted in absence of any trust in the financial system.

“The situation in the country remains complicated. Unfortunately, we continue being in the state of war, in serious economic and bank crises. The settlement of these problems will take much time. The Government and the National Bank of Ukraine have, putting it mildly, somewhat thoughtlessly treated the problems that had been accumulated for many years. It is obvious that all these problems as well as the protection of human rights and legal interests of consumers of financial services should be treated in sober earnest as they are rapidly deepened,” Serhii Rybalka said.

The Head of the Committee also said that one of the workgroups for adaptation of the plan for legislative support to reforms will present a proposal as to adoption of a system-important draft law to protect human rights and legal interests of consumers of financial services.

The Verkhovna Rada Committee for Financial Policy and Banking Activity will elaborate this draft law and submit it for consideration of the Verkhovna Rada.
