The draft law No. 2254 offers determination of the order of protection of children during combat activities or armed conflicts; perfection of the system of measures and actions of state bodies as to orphan children, children deprived of parental care, unaccompanied minors; as well as support to families with children; mechanism of implementation of foster care of children envisioned by the Family Code of Ukraine; and taking measures on state support to children in foster families.
It is also offered to supplement the legislation with the following notions: “provision of child’s best interest” and “child in complicated life circumstances;” envision the order of registration of internally-displaced children without legitimate representatives; expand authorities of central and local executive bodies, local self-government bodies, guardianship and custodianship agencies, for children, inter alia internally-displaced children, in complicated life circumstances.
