People's deputies of Ukraine, representatives of the Foreign Affairs Ministry of Ukraine, Ministry of Interior Affairs of Ukraine, Ministry of Justice of Ukraine, Ministry of Finance of Ukraine, Prosecutor General's Office, State Property Fund, non-government organizations and scientists took part in the hearings that rook place on April 15.
The participants of the meeting noted that today Ukraine’s major task is to elaborate a strategy aimed at measures at national and international levels to legally determine the acts of aggression by Russia and other crimes against Ukraine.
The participants of the Committee hearings comprehensively discussed further steps of Ukraine in order to punish the aggressor and compensate losses in favor of our state as the Russia’s aggression is condemned not only by Ukraine, but by the world community. In particular, the United Nations, Council of Europe, OSCE, European Union have also expressed their concerns over the aggression by the Russian Federation and supported Ukraine's territorial integrity.
The participants of the meeting stressed the necessity for active actions by Ukraine in order to protect its interest. Legal element plays most considerable role in this process. Such legal element should be applied along with other measures of military, political, diplomatic, economic character both at the national and international levels. Termination of aggression, ensuring of guarantees for further counteraction to such aggression, material compensation of losses from such aggression should be the major goal Ukraine along with other states should have.
Besides, it was noted that Ukrainian regulatory-legal acts on temporarily occupied territories, introduction of sanctions, Penal, Civil and Penal Procedure Codes of Ukraine require amendments in order to expand powers of the Government, diplomatic service and law enforcement officers, which will allow to bring the aggressor-country to international legal responsibility (inter alia compensation of losses from aggression and occupation), and also officials of the Russian Federation guilty of aggression to individual criminal responsibility.
As a result of Committee hearings, the Authority has to approve recommendations as to amending the national legislation, and as to the opportunity to establish a single coordination body responsible for the said issues. According to participants of the hearings, these steps will bring Ukraine closer to the formation of single strategy aimed at efficiency in the field of protection of national interests in conditions of Russian aggression.
