Members of the Committee noted that the draft law on introduction of amendments into some legislative acts of Ukraine as to occupation of state positions and positions at local self-government bodies No. 1616 is aimed at provision of equal rights of state servants or servants of local self-government bodies to have access to state servicing via transfer to respective positions at these bodies at specific conditions without tender. That will simplify transfer of Ukrainian citizens engaged in public sector to the said positions and remove the necessity for special inspection (examination) of persons, who had already undergone such inspections (examinations).
The draft law No. 1459 on introduction of amendments into some legislative acts of Ukraine as to dismissal of state servants for separatism offers supplementing the Law of Ukraine “On state service” (in wordings of 1993 and 2011) with additional ground for termination of state service on the basis of evidence proving involvement in separatism.
Members of the Committee took in account conceptual remarks as to the provisions of the draft laws from conclusions of the State Scientific-Expert Department of the Administration of the Verkhovna Rada of Ukraine. During the discussion, people's deputies of Ukraine/members of the Committee agreed with remarks of the State Scientific-Expert Department.
In compliance with conclusions of comprehensive discussion, Verkhovna Rada deputies of Ukraine/members of the Committee agreed that the said legislative proposals could expediently be eyed in the course of consideration of the draft laws “On state service” and “On service at local self-government bodies” Nos. 2490 and 2489 respectively submitted by the Cabinet of Ministers of Ukraine in new wordings.
