The Law contains a term allowing application of negotiating procedure of state procurements as an exception in case of necessity for procurement following emergence of special conditions that make it impossible for customers — respective local state administrations determined by the Cabinet of Ministers of Ukraine — to observe terms for holding tenders for procurement of works (goods, services) for construction of engineering facilities aimed at enhancement of defense capacity of the state during special period.
Respective draft law was registered under No. 2596.
