The draft law No. 2532 envisions introduction of amendments into the Law of Ukraine “On humanitarian aid” as to rapid decision-making locally on declaration of cargoes as humanitarian aid taking in account needs of population of specific oblasts and implementation of tasks envisioned with local governing reform and territorial organization of power in Ukraine.
In particular, the draft law offers the following:
1) provide the Council of Ministers of the Autonomous Republic of Crimea, oblast, Kyiv and Sevastopol city state administrations with a part of functions and authorities as to:
— recognition of passenger cars as humanitarian aid for their further provision to disabled persons;
— recognition of cargoes weighing up to 3 tons as humanitarian aid;
— control of reception and storage of humanitarian aid.
2) terminologically bring types of control humanitarian aid cargoes (articles) are subjected to in line with provisions of Article 319 of the Customs Code of Ukraine — “sanitary-epidemiological” instead of “sanitary,” “veterinary-sanitary” instead of “veterinary;”
3) make mandatory top-priority and free sanitary-epidemiological, veterinary-sanitary, phytosanitary, ecological and radiological control;
4) exclude the term that envisions setting of ceiling volumes of humanitarian aid, etc.
