Meeting of the Temporary Special Commission Members with the Minister of Education and Science of Ukraine, Oksen Lisovyi: Using Educational Infrastructure to Support IDPs

A productive working meeting took place between members of the Temporary Special Commission of the Verkhovna Rada of Ukraine on the Protection of Property and Non-Property Rights of Internally Displaced Persons and the Minister of Education and Science of Ukraine, Oksen Lisovyi.
The discussion focused on opportunities for the effective use of educational facilities to accommodate internally displaced persons (IDPs).
Key directions identified during the meeting:
In emergency situations, dormitories and academic buildings can be used as temporary shelters for evacuated citizens.
Certain premises may be leased for up to ten years to meet the housing needs of IDPs.
Properties that are no longer used for educational purposes and have no development prospects may be repurposed into permanent housing for displaced persons.
The Ministry of Education and Science of Ukraine is currently updating data on all educational real estate to ensure a systematic approach to decision-making.
The Temporary Special Commission, in turn, is working on legislative amendments that would allow a transition from temporary to long-term mechanisms for using educational facilities to meet the housing needs of IDPs.
“This is a question of balance — how to preserve educational infrastructure while also giving people a roof over their heads. Because the most important thing is people,” noted Pavlo Frolov, Chairman of the Temporary Special Commission.
The Commission and the Ministry will continue their joint work to create the legal and organizational conditions needed to ensure that every Ukrainian who has lost a home can have the opportunity to find a new one.
