Draft Law on Compensation for Destroyed Housing Recommended for Adoption in the First Reading

Compensation for destroyed or damaged housing should be available to all affected citizens — starting from 2014, including those whose homes remain in temporarily occupied territories.

The Temporary Special Commission of the Verkhovna Rada of Ukraine on the Protection of Property and Non-Property Rights of Internally Displaced Persons previously initiated Draft Law No. 13136, which improves the eVidnovlennia program, making it fairer and more accessible.

The document was reviewed at a meeting of the Verkhovna Rada Committee on Economic Development and was unanimously recommended for adoption in the first reading.

Key provisions of the draft law:

Extension of the compensation program’s timeframe — it will cover housing destroyed or damaged since the beginning of Russian aggression, that is, from February 19, 2014. Priority will be given to families who lost their only home.

Remote assessment of housing located in temporarily occupied territories — using satellite imagery, drones, and other sources of video evidence. Based on these results, owners who have relocated to government-controlled areas will receive eVidnovlennia certificates.

Simplified procedure for completely destroyed settlements — such as Popasna, Bakhmut, Soledar, Mar’inka, and others. By Government decision, these areas will be designated as territories that do not require additional inspection to obtain eCertificates.

Right of choice for owners of destroyed apartments in buildings subject to restoration:

Retain ownership of the restored property; or

Receive compensation in the form of an eCertificate to purchase new housing (in this case, the restored apartment will become social housing in communal ownership).

Extension of the application deadline for compensation — from one year after the end of martial law to three years.

Development of mechanisms to assist owners of housing in temporarily occupied territories that has been damaged but remains suitable for living.
