Meeting of the Temporary Special Commission on the Protection of IDP Rights: Evacuation from Frontline Regions and Social Protection of Civilians

 A regular meeting of the Temporary Special Commission of the Verkhovna Rada of Ukraine on the Protection of Property and Non-Property Rights of Internally Displaced Persons and Other Persons Affected by the Armed Aggression of the Russian Federation was held.
The agenda included critical issues related to the evacuation of civilians from active combat zones and the social protection of those affected by the war.


Evacuation from Donetsk Region

According to regional military administrations, the situation in the region remains difficult: over 350 people arrive at transit centers every day.
Key challenges include the shortage of places in transit centers, limited transportation and medical supplies, inadequate conditions for people with reduced mobility, and difficulties in accommodating families with children and pets.


Following the discussion, the Commission decided that:

all regional military administrations must actively contribute to identifying suitable locations for accommodating displaced persons;

responsibility for evacuation should be shared among all regions of Ukraine;

the Government will establish a unified coordination system that will allow citizens to view available addresses, conditions, and photos of temporary accommodation in real time.


Payments to Civilians Affected by the War

The Commission also reviewed the implementation of the Law of Ukraine on the provision of financial assistance to civilians who were killed or injured while performing their duties at critical infrastructure facilities.

Despite the allocation of 500 million UAH annually in the state budget for 2024–2025, only just over 100 people have received payments so far.
During the meeting, representatives of relevant ministries, civil society organizations, and the Office of the Ukrainian Parliament Commissioner for Human Rights presented their reports.


The Commission decided to prepare urgent amendments to current legislation and government resolutions to ensure:

payments of 1 million UAH to families of those killed;

compensation for the injured depending on the disability group — 800,000, 500,000, or 300,000 UAH;

reduction of excessive bureaucratic procedures;

extension of the law to include all those affected since 2014.


Next Steps

The Commission emphasized three key priorities:

ensuring decent living conditions for every evacuee;

guaranteeing actual payments, not just figures on paper;

strengthening coordination among all central and local authorities.

“We must act proactively, not react after the fact. People need to see that the state cares about them in their most difficult moments,” summarized Pavlo Frolov, Chairman of the Temporary Special Commission.
