The Government Approved the Procedure for Using UAH 1 Billion for the Reconstruction of Housing for Internally Displaced Persons

The Cabinet of Ministers of Ukraine adopted an extremely important
decision — approved the procedure for using UAH 1 billion in subventions
for the reconstruction of residential buildings, modular temporary
settlements, and dormitories for internally displaced persons.
The decision became possible thanks to an amendment initiated by the Temporary Special Commission of the Verkhovna Rada of Ukraine on the Protection of Property and Non-Property Rights of Internally Displaced Persons.
The main areas of using the funds:
restoration of housing stock damaged as a result of the war;
conversion of non-residential premises into apartments for IDPs;
arrangement of housing taking into account the needs of people with limited mobility, so that the support is accessible to everyone who needs it.
During the meeting of the Budget Committee of the Verkhovna Rada of Ukraine, the Chairman of the Temporary Special Commission Pavlo Frolov drew attention to the inadmissibility of reducing funding for the cash assistance program for IDPs.
2023 — UAH 74 billion
2024 — UAH 58 billion
2025 — UAH 49.5 billion
For 2026, the Government proposes only UAH 39.6 billion
According to Pavlo Frolov, the reduction of funding is unacceptable, since the number of displaced persons continues to grow — especially from Donetsk, Dnipropetrovsk, and Kharkiv regions.
Reducing the program may lead to people being forced to go abroad or return to temporarily occupied territories.
“We discussed this issue with the President of Ukraine, and he supported the continuation of the program. The monthly assistance of 2,000–3,000 hryvnias must remain guaranteed support for displaced persons,” said the Chairman of the Temporary Special Commission Pavlo Frolov.
