Summary of the Meeting Held on January 23, 2025

1️⃣ Implementation of Law No. 4080-IX (formerly Draft Bill 11281), which mandates the inventory of all housing properties for internally displaced persons (IDPs) and the creation of an information-analytical system — a public interactive map with details on the technical condition, photos of the properties, available accommodations, and the required investments to render them habitable.
2️⃣ Amendments to Law No. 2923 and other related laws regulating compensation under the e-Renovation program.
After reviewing information provided by the Ministry for Communities and Territories Development (MinRegion) and the State Property Fund of Ukraine, the Commission concluded that there is a lack of clear, coordinated actions between central executive bodies, which negatively impacts the implementation of Law No. 4080-IX.
The Ministry of Communities and Territories Development (MinRegion), designated as the authority responsible for implementing state policy on internal displacement, has not demonstrated a systematic approach to preparing regulatory acts.
The absence of a regulatory framework, clear coordination, and adherence to deadlines creates a significant risk of derailing the implementation of the Law, directly affecting millions of IDPs awaiting housing support.
To ensure the urgent implementation of Law No. 4080-IX, the Commission resolved to:
✅ Recommend that the Cabinet of Ministers convene an urgent interdepartmental meeting and appoint a coordinator for the implementation of Law No. 4080-IX.
✅ Require responsible bodies, including MinRegion and the State Property Fund, to report monthly to the Commission on the progress of their tasks.
✅ Warn the executive authorities about the possibility of initiating internal investigations and personnel changes in the event of continued inaction.
The Commission emphasizes that laws must be implemented quickly and effectively, as they pertain to ensuring the fundamental rights of IDPs.
In another resolution, the Commission approved a draft bill introducing amendments to the Law on compensation under the e-Renovation program, including compensation for housing destroyed since 2014.
