The Commission Approved Its 2025 Work Plan

On December 30, 2024, the Temporary Special Commission of the Verkhovna Rada of Ukraine held its first meeting following the adoption of Resolution No. 4152-IX, "On Preparations for Certain Issues Regarding the Protection of Property and Non-Property Rights of Internally Displaced and Other Persons Affected by the Armed Aggression of the Russian Federation Against Ukraine." The resolution acknowledged the report of the previous Temporary Special Commission, concluded its activities, and established a new Temporary Special Commission to continue addressing these critical issues.

 

During the meeting, the Commission approved its work plan for 2025, outlining key priorities aimed at supporting those affected by the war.

 

Main Priorities:

Financial Assistance for IDPs

The Commission aims to increase the number of internally displaced persons (IDPs) receiving housing assistance, implement transparent and fair criteria for payment allocation, and extend the duration of such payments until the end of martial law or the full integration of IDPs into host communities.

 

Compensation for Damaged Property

The Commission plans to expand the compensation mechanism for damaged or destroyed property to include objects affected since 2014, including those located in previously occupied territories.

 

Accessible Housing

A top priority for the Commission is to ensure that affected individuals have access to livable housing. This includes developing preferential mortgage and credit programs for purchasing or constructing homes, as well as implementing projects for the construction and renovation of social housing.

 

Strategic Objectives for 2025:

Post-Legislative Oversight: Monitoring the implementation of adopted laws, particularly those related to the protection of IDPs and affected persons.

Development of New Legislative Initiatives: Proposing improvements to legal frameworks governing IDP support and related areas.

Attracting International Financial and Humanitarian Aid: Facilitating the resolution of urgent issues and ensuring stable support.

Regional Visits: Conducting on-site sessions to monitor local situations and respond to issues promptly.

Chairman Pavlo Frolov emphasized that implementing this plan will be a crucial step in ensuring the rights and needs of displaced persons and others affected by the war. The Commission is committed to creating conditions for the adaptation, integration, and reintegration of IDPs and ensuring that every Ukrainian affected by the war feels supported and protected by the state.
