The Verkhovna Rada approved the report of the Temporary Special Commission (TSC) on the protection of the rights of internally displaced persons (IDPs) and other individuals for the first half-year of its work.
Published on 22 August 2024, at 11:21The Special Parliamentary Commission has already reviewed and adopted over 50 substantive decisions aimed at addressing housing issues for IDPs, providing financial assistance to displaced persons, improving the e-Renovation program, documenting damages inflicted on legal entities and movable property, expediting the initiation of reparations and compensation for harm to life and health, protecting the rights of refugees abroad, ensuring the right to education, and implementing parliamentary oversight of the activities of ministries and local authorities, among other issues.
Several off-site meetings were held, temporary accommodation sites were audited, and TSC members are in constant communication with displaced persons in the regions to identify their most pressing needs.
Two bills proposed by the TSC were adopted in the first reading: one on the priority right of certain categories of IDPs to receive compensation under the e-Renovation program (11028) and another on the nationwide inventory of all real estate that can be used for the accommodation of displaced persons (11281).
Currently, the TSC is insisting on the inclusion of draft law 10382 on the reinstatement of living allowances for IDPs in the agenda of the plenary session.
The focus of the TSC's activities is on increasing international assistance to IDPs and other victims of Russian aggression and conveying information about their extremely difficult situation to national and international humanitarian organizations. During this period, the Chair of the TSC, Pavlo Frolov, delivered a report at the PACE Migration Committee in France, a side event was held at the OSCE Parliamentary Assembly session in Romania, the TSC’s position was presented at a conference on compensation for destruction, losses, and trauma with the participation of members of the International Damage Register Council in Poland, and other activities are also planned.
