The TSC on Protection of IDPS' Rights discussed draft law No. 11281 on the inventory of real estate objects and the creation of a system of affordable housing for IDPs

At the meeting of the TSC Working Group on Protection of the Rights of IDPs and other persons, they discussed the preparation for the second reading of the draft law No. 11281, which provides for the inventory of all real estate objects and the creation of an Information System for affordable housing for internally displaced persons.
This System will be available in the form of an interactive map linked to other state registers and databases. It will enable displaced people to apply for residence, and it will help state and local self-government bodies to attract funding from international organizations to bring real estate objects into a habitable state.
Without this aggregated System, it will be difficult to receive funds from international partners for the restoration of housing infrastructure, because we do not have verified data on the available resources for housing IDPs.
Realized housing projects of various state, local, and international organizations are currently not systematized, not analyzed for effectiveness, and are being carried out rather chaotically. Therefore, it is important to involve humanitarian organizations in working with this System and publishing their own housing solutions in it.
The discussion was quite lively, in particular, the issues of the stages and procedure of conducting the inventory, the list of real estate objects that will be added to the System, who will become its administrator, the possibility of using the objects of educational institutions for the residence of IDPs, as well as the procedure for distributing available premises among immigrants
Together with the management of the State Property Fund, the wording on granting state and communal enterprises, charitable and public organizations the right to lease state and communal property on preferential terms without holding an auction for temporary residence of IDPs was finalized.
The meeting of the Working Group was attended by its chairman Maksym Tkachenko, members of the TSK Pavlo Pavlish, Oleksandr Yurchenko, Deputy Minister of Development, Communities, Territories and Infrastructure Natalia Kozlovska, First Deputy Minister of Social Policy of Ukraine Daria Marchak, Deputy Minister for Reintegration of Temporarily Occupied Territories Oleksiy Bruslyk, Deputy Minister of Education and Science Andriy Vitrenko, Director of the Department of the Ministry of Finance Oleksandr Koren, head of the expert group of the Directorate of the Ministry of Justice Inna Kovalenko, deputy general director of SE "DIYA" Andriy Hrytsenyuk, representative of the Commissioner of the Verkhovna Rada of Ukraine for Human Rights Olga Altunina, as well as Ukrainian employees offices of the International Organization for Migration, the Norwegian Council for Refugees, the Danish Council for Refugees, all-Ukrainian associations of local self-government bodies.
As Pavlo Frolov, the Chairman of the TSK, stated, we set ourselves the task of preparing the draft law for the second reading as soon as possible, in order to adopt it as a whole at the beginning of autumn and start the practical protection of the housing rights of internally displaced persons.
