Parliamentary-municipal forum-dialogue "Housing for internally displaced persons"

 TSC on Protection of IDPs’ Rights 

3 days, more than 140 participants offline and 300 online, more than 20 hours of professional discussions, visits to places of residence and communication with displaced persons, making important decisions - all this is about the first parliamentary-municipal forum-dialogue "Housing for Internally Displaced Persons", held by in Zakarpattia TSK on issues of protection of the rights of IDPs and other persons with the support of the USAID RADA Program: the next generation.

The focus of the Forum participants was on legislative changes to provide housing for IDPs, joining efforts of central and local authorities to create affordable housing funds, financial and credit mechanisms for obtaining it, experience in implementing housing projects by international partners of Ukraine, finding resources and quick solutions for temporary accommodation million IDPs, as well as strategies for protecting the housing rights of displaced persons.

The event was attended by government officials, more than ten people's deputies, heads of regional and local authorities, deputies of local councils, councils of IDPs, all-Ukrainian associations of local self-government, almost all key international and Ukrainian humanitarian organizations that help solve the housing problem of displaced people.

TSC made the following decisions at its meeting:

  • on submitting to the parliament a draft law on conducting an inventory of all real estate of all forms of ownership that can be used for the residence of IDPs and creating an interactive map of affordable housing for IDPs;
  • on speeding up the adoption of the decision to spread the compensation program for housing destroyed by the aggressor, starting in 2014 and including housing in the occupied territories, as well as finding resources for the implementation of this initiative;
  • about the activities of Zakarpattia, Ivano-Frankivsk and Lviv State Administrations regarding the protection of the rights of IDPs.

Provided practical instructions and recommendations in the areas of implementation of housing solutions, granting of official status of MTP (place of temporary residence), communication directly with displaced persons and informing about their rights.
IDP councils played an invaluable role in this event. Thus, Nataliya Titiyova, the head of the VPO Council of the Zhovkiv OTG, spoke in the voice of her resettled co-residents. Nataliya organizes leisure activities and art therapy for people who have moved to the Zhovkiv community. Natalya presented one of these dolls made by resettled women to the Minister of Social Policy, Oksana Zholnovich.

Visiting places of temporary residence, social housing facilities, potential sites for resettlement, communication with them and local authorities is extremely useful for developing solutions to solve the problems of the displaced, which they face every day.
