On April 1, a field meeting of the Commission was held in Lviv

The issue of housing for internally displaced persons (IDPs) remains one of the most pressing, as thousands of people fleeing the war require not only temporary shelter but also long-term solutions for adaptation and integration.

Over the past three years of war, the Lviv region has become a new home for hundreds of businesses and thousands of displaced persons. In 2024 alone, the region's budget increased by 25.2% compared to the previous year—largely due to relocated businesses. Currently, 165 enterprises continue to operate in the region, creating over 5,000 jobs. However, despite their forced presence contributing to the region’s economic growth, housing and social assistance remain insufficient.

The Commission decided to propose the following to the Lviv Regional Military Administration: 
 -  Ensure proper funding and implementation of the “Program for Providing Housing to Internally Displaced Persons” in 2025. 
 -  Develop and implement an effective mechanism for the phased relocation of IDPs from educational institutions to alternative temporary housing facilities. 
 -  Intensify efforts to establish a housing stock for the temporary accommodation of IDPs. 
 -  Maintain records of citizens in need of temporary housing, conduct an inventory of real estate assets, and identify premises that can be renovated and made suitable for living. 
 -  Conduct a comprehensive monitoring of temporary accommodation facilities and other premises housing IDPs within one month.

Additionally, the Commission reviewed the activities of IDP Councils, which are expected to become effective bodies through which displaced persons can advocate for their rights at the national, regional, and local levels. The Commission recommended that the IDP Council under the Lviv Regional Military Administration consolidate proposals and recommendations at the regional level and submit them to the Verkhovna Rada of Ukraine, the Cabinet of Ministers of Ukraine, and other state and local authorities.

Furthermore, while reviewing the issue of “Urgent Measures to Protect the Rights of Internally Displaced Persons,” the Commission resolved to appeal to the Prime Minister of Ukraine with a proposal to regulate the mechanisms for recording and registering property losses suffered by citizens and businesses as a result of the armed aggression against Ukraine since 2014.
