Meeting of the Commission in Volyn

On March 20, a meeting of the Temporary Special Commission of the Verkhovna Rada of Ukraine on the Protection of the Rights of Internally Displaced Persons (IDPs) was held in the Volyn region. During the session, the commission analyzed the housing situation for IDPs in the region and adopted a series of important decisions to improve their living conditions.

Key Decisions Adopted: 
 - Conduct a comprehensive assessment of temporary housing facilities for IDPs and identify residential properties that can be adapted for resettlement. This will help determine priority needs and develop effective relocation mechanisms. 
 - Increase funding for housing programs for IDPs. The commission recommends allocating additional funds from regional and local budgets for the renovation and development of housing for displaced persons. 
 - Establish a housing fund for temporary accommodation of IDPs. A decision has been made to conduct an inventory of available housing units that can be used for IDP resettlement. 
 - Expand the Comprehensive Regional Support Program for IDPs for 2024-2026. The program will now include measures aimed at the long-term integration of displaced persons into communities in the Volyn region. 
 - Improve living conditions in IDP collective centers. Planned improvements include renovation works and enhanced access to social and medical services.

Implementation Oversight and Budgetary Support 
The commission has taken responsibility for overseeing the implementation of these decisions and has set clear deadlines for their execution.

Thanks to the commission’s efforts, UAH 20 billion has already been allocated in the state budget to support IDPs, enabling an increase in housing assistance and compensation for destroyed homes. 
The Volyn region demonstrates effective collaboration between local authorities, civil society organizations, and international partners to ensure decent living conditions for IDPs. 
The commission will continue working on developing effective mechanisms to address housing challenges for IDPs and safeguard their rights.
