Meeting of the Commission at the Rivne Regional Military Administration: Assessing IDP Support and Budget Efficiency

On March 18, 2025 the Commission on the Protection of the Rights of Internally Displaced Persons (IDPs) held a field meeting at the Rivne Regional Military Administration. The meeting was attended by Members of Parliament from Rivne region, Dmytro Solomchuk and Oleksandr Kovalchuk. Before the session, Commission members met with IDPs to hear their concerns and assess the local authorities' efforts.

Key Challenges: The primary issue, as in other regions, is housing. Despite the existence of a Comprehensive IDP Support Program, its implementation remains incomplete due to insufficient funding. Approved initiatives often lack practical mechanisms for execution.


Findings of the Commission:

The Comprehensive IDP Support Program in Rivne region is only partially implemented due to a lack of funding, preventing effective provision of housing and social needs for displaced persons. 

Between 2022 and 2024, the region ran a Housing Program for IDPs, under which 12 modular houses were purchased in the town of Radyvyliv. However, the procurement process raised concerns regarding transparency and budget efficiency. 

The funding of public institutions providing residential care for IDPs significantly exceeds the cost of similar services in the private sector, necessitating further analysis and cost optimization.


Decisions of the Commission:

Recommended that the Rivne Regional Military Administration ensure adequate funding for the Comprehensive IDP Social Support Program for 2025 and expand its scope. In addition to social assistance, the program should include long-term integration solutions such as housing, employment, education, and access to medical and social services. 

Called for the urgent adoption of a 2025–2027 Housing Program for IDPs, securing its funding and implementation through allocations from the regional budget. 

Requested the State Audit Service to review the effectiveness of UAH 11.3 million spent from the regional budget on modular housing in Radyvyliv, as well as UAH 1.3 million from local budgets for communications and infrastructure. A clear assessment is needed to determine whether these funds were used transparently and efficiently. 

Requested a full cost estimate from the regional administration on expenditures per IDP living in residential care institutions, along with financial reports on these facilities, including funds from the Medical Guarantee Program, international donors, and other sources. A comparison of costs for IDPs and other beneficiaries is essential to evaluate the efficiency of IDP support programs.
