The Commission Held a Meeting at the Zhytomyr Regional Military Administration 

State support for internally displaced persons (IDPs) and addressing the housing crisis are key priorities of the Parliamentary Temporary Special Commission (TSC) on IDP Rights Protection. This is why the Commission is conducting on-site work—to assess the real situation firsthand, hear from affected individuals, and develop joint solutions with local authorities. 

Before the meeting, Commission members met with IDPs in Korostyshiv and Zhytomyr. Representatives of all levels of government participated in these discussions, including the leadership of the Zhytomyr Regional Military Administration, the Deputy Minister of the Ministry for Development of Communities and Territories, mayors of cities, and the representative of the Ombudsman in the Zhytomyr region. Key Issues Addressed During the TSC Meeting in Zhytomyr Region:
  1. Housing for IDPs. The regional administration is conducting an inventory of the housing stock. However, without effective funding mechanisms, these properties will remain merely on paper. The TSC recommended that the Zhytomyr RMA amend the 2025 Social Support Program for IDPs, ensuring a realistic assessment of their needs and allocating budget funds for housing solutions.
  2. Monitoring of IDP living conditions. The TSC instructed the Zhytomyr RMA to conduct an audit of temporary accommodation facilities (TAFs), assessing their condition, availability of vacant spaces, and the level of access to utilities, healthcare, social services, and education. Based on the audit, the administration is required to provide the Commission with a report and recommendations for improvement.
  3. Access to housing information. IDPs must have clear information about available housing options, where to find temporary accommodation, and the criteria for being placed on the housing registry. The Zhytomyr RMA was tasked with ensuring the systematic updating of housing-related information on its official website.
  4. Funding for housing programs. The TSC called on local communities in Zhytomyr Region to expand housing solutions for IDPs, including credit programs, leasing options, rent-to-own mechanisms, and increased local budget allocations for housing needs.
