Summary of the Joint Meeting of the Commission and the Committee on Anti-Corruption Policy
Published on 03 March 2025, at 13:47The Commission adopted a resolution following a joint meeting with the Verkhovna Rada Committee on Anti-Corruption Policy, which took place on February 12 and was dedicated to the situation surrounding the purchase of the "Druzhba" children's camp by the Lysychansk City Military Administration for the accommodation of internally displaced persons (IDPs).
The acquisition of real estate without proper planning, needs assessment, and competitive procedures leads to situations where significant budget funds are spent on properties that do not meet housing standards or are located in areas lacking essential infrastructure. As a result, such decisions not only fail to address the housing needs of IDPs but also place an additional financial burden on local budgets.
This issue is not isolated and requires a systemic approach to strengthen oversight, improve public procurement procedures, and ensure transparency at all stages of decision-making regarding the use of budgetary funds.
Based on the meeting's conclusions, a series of decisions were adopted to ensure the transparent and effective use of budgetary funds allocated for IDP housing programs:
- The Commission will submit inquiries to law enforcement and anti-corruption agencies regarding the status of ongoing investigations and the verification of asset declarations of officials involved in decision-making in this area.
- The State Audit Service of Ukraine has been requested to conduct a financial audit of the budgets of Luhansk Oblast and the Lysychansk territorial community and provide recommendations on eliminating violations and holding those responsible accountable.
- The Prime Minister has been advised to introduce an additional oversight mechanism for the activities of military administrations in managing budgetary funds allocated for IDP housing programs.
