Parliament adopts law to increase affordable housing for IDPs
Published on 20 November 2024, at 16:27On November 20, the Verkhovna Rada of Ukraine adopted Law No. 11281 on conducting an all-Ukrainian inventory of all real estate for the purpose of further transferring it to a preferential lease to accommodate internally displaced persons.
258 MPs voted in favor.
The law provides for the creation of an information base of habitable housing in the form of a public interactive map, which will contain information on the technical condition of the property, its photos, the number of places to stay, and the amount of potential investment to bring it into a habitable condition.
“This is a law that should be the first step towards a systematic solution to the problem of ensuring the housing rights of IDPs for millions of Ukrainians. Moreover, the law lays the foundation for creating a strong infrastructure to coordinate efforts at the local and national levels,” said Pavlo Frolov, head of the TSC.
It is planned that IDPs will be able to choose the facility where they would like to live, and the authorities will communicate with international organizations to carry out the necessary repairs and put the facility into operation.
Internally displaced persons will be able to apply for accommodation approximately six months after the law comes into force.
