The Commite on Social Policy and Labour recommends that the Verkhovna rada should adopt as a basis the draft law on mandastory state social medical insurance

The bill (Reg. No. 2597) determines principles, as well as legal, organizational and financial basis and mechanisms for functioning of mandatory state social medical insurance.

The bill suggests determining the notion of medical insurance; subjects of medical insurance, their rights, duties and responsibilities; as well as medical insurance management. 

The documents stipulates establishing Mandatory State Social Medical Insurance Fund.

Committee members deem that introduction of mandatory state social medical insurance will help increase the quality of medical aid; optimize fund use; increase the level of social protection of the citizens of Ukraine; and establish efficient control over the quality, sufficiency and expediency of healthcare provision.

Thereat, Committee members expressed several reservations and remarks to the bill, particularly, regarding adjustment of provisions of the bill with the Basic legislation on mandatory state social insurance; as well as article 106 of the Constitution of Ukraine, the Civil Code of Ukraine and several laws.

Committee deems that with consideration of the remarks made, the bill could be adopted in the first reading.
