Several credible mass media outlets spread statement of the activists of the Anti-Corruption Center as if Chairperson of the Verkhovna Rada of Ukraine Oleksandr Turchynov blocks registration of the bill on establishment of the National Anti-Corruption Bureau, referred to the Parliament by the President of Ukraine.
We wish to bring to notice of mass media representatives as well as public activists disseminating this subjective information that Chairperson of the Verkhovna Rada of Ukraine does not block anything and acts exclusively within the framework of the Rules of Procedure and legislation.
At the moment, there are two bills registered in the Parliament that pertain to establishment of the National Anti-Corruption Bureau. Particularly, the bill No. 4780, elaborated by the people’s deputy of Ukraine V.Chumak and seven more people’s deputies, and the bill No. 4781, elaborated by the people’s deputy of Ukraine O.Abdulin and three more people’s deputies.
The bill on establishment of the National Anti-Corruption Bureau, referred to the Parliament by the President of Ukraine, was not registered since it was submitted after a 14-day period for registration of alternative bills (under the Rules of Procedure of the Verkhovna Rada). Apart form this, the abovementioned bill actually duplicates the bill No. 4780 elaborated by the people’s deputy of Ukraine V.Chumak that shall be considered during the nearest meeting of the Parliament on Tuesday, September 16.
Under the Rules of Procedure, only in case the previously registered laws are not adopted, other analogous laws can be registered.
That it why we would ask all those who make paid-for statements to find time and study the Rules of Procedure of the Verkhovna Rada of Ukraine or consult with people familiar with these issues.
