The Committee on Public Health recommends that the Parliament adopt as a basis and in entirety the bill on approving the National goal social programme on combating HIV/AIDS for 2014-2018

This bill (Reg. No. 4384a) aims to decrease HIV/AIDS morbidity and mortality rate by providing quality and affordable HIV prevention and diagnosis services.    

People's deputies stressed that implementing the previous programme in 2099-2013 resulted in stabilization of epidemic situation with HIV/AIDS in Ukraine.  

The draft Programme stipulates activity in strategic directions initiated by the previous Programme, and development of new areas of activity, particularly: 

introducing external quality assessment of donor blood tests;

applying new technologies of early diagnosis of HIV-status of children born to HIV-positive mothers;

elaborating and introducing single electronic system of HIV epidemiological and clinical monitoring, etc.

Funding of the Programme will be made within the limits of expenditures stipulated in the state budget, at the expense of local budgets and funds from the Global Fund grant. Expected funding amounts to UAH 6,4 billion.
