Under the Agreement, a loan of up to 10 billion yen is provided by the Japan International Cooperation Agency as a way of co-financing a system project of the World Bank "First Loan for Development Policy" for financing the State Budget and promoting reforms of the Government of Ukraine in such spheres: promoting good governance, transparency and accountability in the public sector; deregulation and reducing costs of doing business, and reforming inefficient and inequitable utility subsidies while protecting the poor.
