The bill (Reg. No. 4025a) suggests prohibiting water users from discharging water into inland waters of Ukraine if they are using purification facilities, equipment, installations, and other means of water purification the exploitation term of which is over 10 years. The sanction for violating this requirement is stipulated to be 3% from the previous year income.
It was mentioned during the discussion that according to the conclusion provided by the Cabinet of Ministers, the document does not have an independent subject of legal regulation.
The Committee members also took into consideration remarks of the Ministry of Infrastructure. Moreover, they claimed the document does not provide the amount of financial requirements for substituting the outdated purification systems.
It was also stressed that the State Water Resources Agency provided several remarks and claimed the bill required refinement. The Central Scientific Experts Office of the Verkhovna Rada of Ukraine Secretariat suggests rejecting the bill following the results of its consideration in the first reading.
