EXTRAORDINARY PLENARY MEETING OF THE VERKHOVNA RADA OF UKRAINE WAS HELD BEHIND THE CLOSED DOORS ON THURSDAY, JULY 31, 2014

Having opened the plenary meeting, Chair of the Verkhovna Rada Oleksandr Turchynov informed about the consultations with leaders of factions and groups. 

The Chairperson introduced for consideration of the people's deputies the draft resolution on holding an extraordinary plenary session of the Verkhovna Rada of Ukraine behind the closed doors (Reg. No. 4400a). 

People's deputies upheld the draft resolution as a basis and in entirety with 239 votes.

Further the plenary meeting was held behind the closed doors. 

The plenary meeting was continued in an open mode at 12:40 p.m.

Oleksandr Turchynov granted the floor to President of Ukraine Petro Poroshenko.

President of Ukraine Petro Poroshenko was satisfied that the Verkhovna Rada managed to vote for extremely important issues for the country. "I am glad that this is a result of our joint efforts. Constitutional majority that voted in favour of these issues has shown that attitude of people's deputies towards Ukraine, the Ukrainian people, and the Ukrainian army does not depend on existence of the coalition", he stressed.  

P.Poroshenko is sure that those efforts the people's deputies shown by ratifying extremely important Agreements with Australia and the Netherlands are very valuable. "Ukraine spends UAH 70 million every day on the anti-terrorist operation. The fact that we have supported our military men is a guarantee of our victory – Ukraine's victory. To achieve this we all had to work hard – I, as the President, the Prime-Minister and leaders of factions. However, we have shown that Ukrainian people and Ukrainian Parliament can be united, and this unity is a guarantee of our victory. I have no doubts that we will be demonstrating this in the future as well", claimed the Head of State.

P.Poroshenko stressed that “early elections are a reality now. This is because 80 per cent of Ukrainians demand this. However, this will in now way hinder our efficient work.”

The President of Ukraine expressed conviction that at present when Ukraine faces such challenges we need unity and a reliable government.

Our consolidating interest is the united European Ukraine. Great goal inspires great deeds. Readiness of the President, the Government and the Verkhovna Rada for teamwork is apparent,” said Petro Poroshenko.

Oleksandr Turchynov informed mass media representatives that during the part of the meeting that was held behind the closed doors, the people’s deputies granted a hearing to information provided by the Defence Minister V.Heletei regarding the situation in the ATO zone.

According to him, the Verkhovna Rada has ratified the Agreement between Ukraine and Australia on sending Australian personnel to Ukraine in connection with MH17 Malaysia Airlines plane crash (Reg. No. 0087) and the Agreement between Ukraine and the Kingdom of the Netherlands on international investigation mission protection (Reg. No. 0088).

The bills on amendments to the Tax Code of Ukraine and several other legislative acts of Ukraine (re refining certain provisions), registered under No. 4309a, and on amendments to the Law of Ukraine “On the State Budget of Ukraine for 2014” (re adjustment of figures) registered under No.4308a were adopted as a basis and in entirety.

Following the results of voting the bill on amendments to several laws of Ukraine re reforming the management system in the Single Gas Transportation System of Ukraine (Reg. No. 4116a) was recommitted.

Oleksandr Turchynov addressed the people’s deputies with a request to decide on the resignation statement of the Prime Minister of Ukraine Arsenii Yatseniuk.

Only 16 peoples deputies voted in favor.  

Oleksandr Turchynov granted the floor to A.Yatseniuk who noted that “there are two news in the international economy today. The first is that Argentina defaulted and the second is that Ukraine has not defaulted and will never default.”

A.Yatseniuk thanked the people’s deputies for work.

Oleksandr Turchynov adjourned the plenary meeting.
