The Committee on the Rule of Law and Justice recommends that the Parliament should adopt as a basis the bill on amendments to several legislative acts of Ukraine re counteracting informational aggression on the part of foreign states

The bill (Reg. No. 4263a) aims to protect Ukraine’s information space and counteract foreign information-psychological influences by refining legal mechanism for broadcasting and/or re-broadcasting mass media TV and radio programmes on the territory of Ukraine, and securing prompt reaction to the situation in the country’s information space on the part of state regulator.     

The bill suggests supplementing Administrative Proceedings Code of Ukraine with a new article 1837 and part one of article 256 of the abovementioned Code – with a new clause 11. Apart form this, it is suggested amending the laws “On Television and Radio broadcasting” and “On the National Television and Radio Broadcasting Council of Ukraine”.

It was stressed that the Central Scientific and Experts Office of the Verkhovna Rada of Ukraine Secretariat made several remarks and suggestions to the bill.

Committee members believe that remarks of the Central Scientific and Experts Office of the Verkhovna Rada of Ukraine Secretariat are worth noticing, and, in case the bill is adopted in the first reading as a basis, some expedient provisions might be considered in the course of refining the bill for the second reading.
