The document approved the Provision on accreditation of journalists and mass media technical personnel at the Verkhovna Rada of Ukraine and recognized invalid the order of the Chairman of the Verkhovna Rada of Ukraine of May 19, 2006 No. 420 “On approval of the Provision on the procedure of accrediting journalists and mass media technical personnel at the Verkhovna Rada of Ukraine.”
The Provision determines that accreditation of journalists and mass media technical personnel at the Verkhovna Rada of Ukraine shall be exercised on voluntary basis and stipulates fidelity to duty on the part of journalists and mass media personnel with adherence to the requirements of the Constitution, the laws of Ukraine and other regulatory legal acts, as well as professional ethics and moral basis of the society.
Accreditation of journalists and mass media personnel at the Verkhovna Rada shall be carried out by the Press Service of the Verkhovna Rada of Ukraine Secretariat (hereinafter referred to as Press Service) by issuing individual accreditation cards (hereinafter referred to as accreditation cards) for the term of tenure of the Verkhovna Rada of Ukraine of the fourth convocation.
Journalists and mass media technical personnel that are not accredited at the Verkhovna Rada can order single-use passes in the Press Service.
Accreditation card allows enter premises of the Verkhovna Rada of Ukraine upon availability of identification document (passport or editorial certificate).
The decision on annulment of accreditation of a journalist or a technical worker, as well as annulment of the respective accreditation card in case of repeated or flagrant violation of the order or work procedure of the Verkhovna Rada of Ukraine; of admission procedure to the premises of the Verkhovna Rada of Ukraine; of conditions and the general working regime of the Parliament; as well as the procedure of access to information or documents and technical resources, is taken on the part of the Press Service with consideration of recommendations of the Verkhovna Rada of Ukraine Committee on Freedom of Speech and Information.
