The law establishes main legal, organizational and financial basis for
functioning of the system of higher education; creates conditions for
strengthening cooperation of state bodies and the business with higher educational
establishments on the principles of autonomy of higher educational
establishments; and meeting the needs of the society, labour market and the
state in qualified experts, etc.
