Delegation of the Verkhovna Rada of Ukraine participates in the work of the XXIII Annual Session of the OSCE Parliamentary Assembly in Baku (Republic of Azerbaijan)

The Ukrainian delegation consists of the people’s deputies of Ukraine O.Zarubinskyi (head of the delegation), M.Katerynchuk, N.Ahafonova, O.Bondarenko, O.Kaletnyk and O.Stoian.

The XXIII Annual Session of the OSCE Parliamentary Assembly is being held under the theme “Helsinki +40: Towards Human Security for All.” 323 parliamentarians from 57 OSCE participating States, as well as representatives of associated member states are in attendance.

Azerbaijani President Ilham Aliyev, Speaker of the National Assembly of Azerbaijan Ogtay Asadov, and Swiss President and OSCE Chairperson-in-Office Didier Burkhalter addressed participants of the forum with welcoming speeches.

In his speech, Azerbaijani President noted: “Political reforms will be a top priority on our agenda for coming years. We need to do more - to implement more reforms. I am convinced that our commitment and co-operation with international institutions, such as the OSCE, will allow us to implement what we have planned.”

The President focused attention on the ongoing conflict concerning Nagorno-Karabakh and the necessity to ensure implementation of resolutions agreed by international bodies, including the OSCE.

Welcoming participants of the event, Ogtay Asadov called for the OSCE to prioritize its efforts to help settle the region's conflicts.

In his address to the Assembly, Didier Burkhalter welcomed the Parliamentary Assembly's role in promoting critical dialogue across the OSCE area and its work to help to Organization “win the best of all fights - the fight for freedom, the fight for security, and the fight for peace.”

At the invitation of the President of the Parliamentary Assembly, Deputy Speaker of the Verkhovna Rada of Ukraine Ruslan Koshulynskyi participated in opening of the XXIII Annual Session of the OSCE Parliamentary Assembly. In his speech, he stressed the importance of OSCE Special Monitoring Mission, underlying that its activity supplements peace plan of the President of Ukraine Petro Poroshenko.

The agenda of the XXIII Annual Session of the OSCE Parliamentary Assembly includes a special debate “On the current situation in Ukraine” that is planned to be held during the plenary meeting of the OSCE Parliamentary Assembly.

The XXIII Annual Session of the OSCE Parliamentary Assembly is traditionally held in the format of general plenary meetings and within the framework of three committees on political issues and safety; on economic issues, science, technology and environment, and on democracy; as well as on human rights and humanitarian issues.

Participants of the session will vote on the resolutions of the three committees and on 14 additional issues aimed at OSCE modernization.

The annual XXIII session will culminate in the adoption of the Baku Declaration and election of Assembly’s officials on July 2.
