The Committee on Environmental Policy, Nature Resources Utilization and Elimination of the Consequences of Chornobyl Catastrophe recommends that the Parliament should recommit the bill on amendments to the Subsoil Code of Ukraine (re refining legislation in the sphere of subsoil use by agricultural goods producers)

The bill (Reg. No. 4666) suggests strengthening protection of interests of small and medium size business in the agricultural sector (particularly, in the livestock sector) by granting the right to produce and use drinking water in agricultural sector to land owners and land users that are registered as fixed agricultural taxpayers.

Committee members deem that the document includes several deficiencies.  

The people’s deputies took into consideration the fact that under the opinion of the Cabinet of Ministers, implementation of changes, suggested in the draft law, will considerably harm water draw-off, water resources and the environment.  

It was noted that the document was not upheld by the Central Scientific Experts Office of the Verkhovna Rada of Ukraine Secretariat and the State Geological Service, while Budgetary Committee of the Verkhovna Rada made several remarks that require refinement of the bill.
