The Committee on National Defence and Security recommends that the Verkhovna Rada should adopt as a basis and in entirety the draft law on amendments to several laws of Ukraine re ensuring mobilization and guarantees to the citizens that perform military service, being enrolled during mobilization

 The bill (Reg. No. 4710) suggests establishing additional guarantees regarding social protection of military men enrolled during mobilization; preserve their workplaces and salary; and prevent decline of welfare state of the military and their families. 

Under the bill, no additional checks can be carried out during reinstatement in work.

The bill suggests imposing criminal responsibility for improper performance of a military and transportation duty (evasion and non-fulfillment) on the part of heads of enterprises. 

The respective amendments are to be made to several legislative acts. In particular, the Criminal Code and the Labour Code of Ukraine, as well as the laws “On Mobilization Training and Mobilization”, “On Military Duty and Military Service” and “On amendments to several laws of Ukraine re ensuring mobilization”.

In the course of discussion, Committee members noted that certain proposals, enshrined in the bill, are already settled in the Law “On amendments to several laws of Ukraine re refinement of defense and mobilization issues during mobilization”

The people’s deputies, correspondingly, recommend the Verkhovna Rada to uphold those novelties of the bill that are not settled by the applicable legislation.
