The Committee on Environmental Policy, Nature Resources Utilization and Elimination of the Consequences of Chornobyl Catastrophe recommends that the Parliament should recommit the bill on supplementing article 23 of the Subsoil Code of Ukraine (re special licenses for the use of subsoil)

 The bill (Reg. No. 4391) provides determination of the notion of “personal domestic, household and practical needs”, for which there is stipulated the use of subsoil waters without special permit (license) for use of subsoil.

Committee members deem that the suggested definition includes inner inconsistencies, allows different interpretations and is imperfect.

The people’s deputies took into consideration the fact that the bill was not upheld by the Central Scientific Experts Office of the Verkhovna Rada of Ukraine Secretariat, the Cabinet of Ministers, the State Geological Service, while the Budgetary Committee and the Committee on Construction, Urban Development, Housing and Communal Services and Regional Policy made several remarks to the bill “consideration of which requires refinement of the bill.”
