The Committee on Social Policy and Labour has analyzed the practice of application of legislative acts on matters of indexation of financial income of population and compensation to citizens for the loss of part of income in connection with non-compliance with payment deadlines, as well as the state of adherence to the requirements of legislation in this sphere of legal relations

Committee members granted a hearing to the information provided by the Ministry of Social Policy and other bodies of executive power, as well as the Verkhovna Rada of Ukraine Human Rights Commissioner and the Joint Representative Body of All-Ukrainian Associations of Trade Unions on the national level pertaining to the results of fulfilment of the Committee’s decision of October 23, 2013 regarding the practice of application of the laws “On Indexation of financial income of population” and “On compensation to citizens for the loss of part of income in connection with non-compliance with payment deadlines”.  

Following the results of discussion, the people’s deputies stressed the necessity to amend certain provisions of the existing laws. Several recommendations to the Verkhovna Rada, the Cabinet of Ministers, and the State Statistics Service were elaborated.  

The Committee recommends the Verkhovna Rada consider in the second reading the draft law on amendments to several legislative acts of Ukraine re imposing fine in case of non-payment of salary, scholarship, pension, or other payment determined by the law, or its delay (Reg. No. 2547). The Verkhovna Rada adopted this bill as a basis on April 4, 2013. The Committee considered it on May 15 and recommended the Parliament adopt it in the second reading and in entirety. However, since then the bill remains unaddressed by the Verkhovna Rada.  

The Committee has also made several recommendations to the Cabinet of Ministers and the Government.
