The Committee on Family Matters, Youth Policy, Sports and Tourism considered the issue of implementation of the Law “On nationwide programme “National action plan regarding implementation of the UN Convention on the Rights of the Child” for the period of up to 2016”

 It was noted that in the course of implementation of the law, there were cases of insufficient coordination of activity of different bodies of central executive authority and lack of attention to formation of Programme events.

Kateryna Levchenko, President of the International women’s rights center “La Strada Ukraine”, took the floor with the report of NGOs on fulfilemnt of national event plans on implementation of the Law in 2010-2013. According to her, the planning process was inefficient.

Following the results of discussion, the Committee took the decision to recommend the government refer for consideration by the Verkhovna Rada of Ukraine the bills on amendments to several legislative acts of Ukraine in connection with ratification of the Council of Europe Convention on the Protection of Children against Sexual Exploitation and Sexual Abuse and on amendments to the Law “On Childhood Protection” regarding strengthening protection of children that remain in the zone of military operation and armed conflicts, as well as refugee-children.  

The Cabinet of Ministers was recommended to approve the state target programmes on children rehabilitation and recreation and on providing orphans and children deprived of parental care and those from among them with housing.

Committee members believe that the government should strengthen control over the activity of foster families and family-type children's homes, where orphans and children deprived of parental care are brought up.
