It was mentioned at the Committee’s meeting that submitted draft of Main directions of budget policy for 2015 submitted by the Cabinet of Ministers (respective draft resolution was registered under No. 4749) mainly corresponds to requirements of chapter four of article 33 of the Budget Code of Ukraine, particularly: it is based on policy documents of economic and social development of Ukraine and includes provisions for 2015, especially on:
main estimated macroindicators of economic and social development (real GDP growth rate – 101,7 %; nominal GDP: according to methods СНР-2008 – UAH 1742 billion, and according to methods СНР-1993 – UAH 1686,5 billion, consumer price index / December until December of last year/ – 105,4%, unemployment level – 7,8%);
keeping limiting volume of the state budget deficit within 3% of the GDP;
keeping volume of the national debt at the economically safe level, but not more than 55% of the GDP; etc.
However, the Committee noted that the draft Main directions lack official hryvnia exchange rate.
The Committee members noted that since the draft Main directions were referred to the Verkhovna Rada after the deadline, determined by part three of article 33 of the Budget Code of Ukraine (not later than April 4), it made it impossible to consider this issue in the Verkhovna Rada of Ukraine not later than April 30, as was determined by part five of article 152 of the Rules of Procedure of the Verkhovna Rada of Ukraine.
According to part four of article 152 of the Rules of Procedure of the Verkhovna Rada of Ukraine and following the results of consideration of the draft Main directions, referred by the government, the Committee prepared the adjusted draft Main directions of budgetary policy for 2015.
In view of the abovementioned, the Committee took the decision to recommend the Verkhovna Rada approve the draft Main directions of budgetary policy for 2015 in the version adjusted by the Committee in line with the draft resolution of the Verkhovna Rada (Reg. No. 4749-д), elaborated by the Committee.
