The Committee’s Chair informed experts that in April the Verkhovna Rada adopted the Law “On restoring confidence in the judicial system of Ukraine”.
As Serhii Kivalov said, this law is aimed at assertion of the rule of law and legitimacy in the Ukrainian society, restoring confidence in the judicial system, dismissing persons who adopted decisions which violate rights and freedoms of citizens.
It was also stressed that to further reform the judicial system it is necessary to amend the Constitution of Ukraine.
Serhii Kivalov claimed that the Venice Commission has repeatedly addressed the issue on judicial system reform which is extremely important for national legislator.
In words of Serhii Kivalov, now, after electing the President of Ukraine, “we have a chance to resolve important topical issues and implement society’s hopes for stability”.
In his turn, Carsten Mahnke stated his own opinion regarding the law on restoring confidence in the judicial system. According to him, one of the main problems is appointing the composition of a special body which will carry out examinations of the judges. He emphasized that “decisions in this situation should not be made in a hurry and with violation of laws, decisions should be made qualitatively”.
Carsten Mahnke and Rosaria Puglisi thanked Serhii Kivalov for the meeting and agreed on future cooperation for reaching the set goals in the process of reforming the judicial system.
