At the Committee’s meeting on May 16, suggestions and amendments to the bill (Reg. No. 1187-2), elaborated for the second reading, were discussed.
The meeting was attended by people’s deputies – authors of the amendments to the bill, representatives of the Ministry of Education and Science of Ukraine, and of other central executive authorities, of higher educational establishments, employers, public educational and student organizations.
Opening the meeting, Chairperson of the Committee Lilia Hrynevych claimed that “it is very important to adopt the Law of Ukraine “On Higher Education” in the second reading until the end of the session. After adopting the bill “On Higher Education” in the first reading, a working group, that was elaborating the bill for the second reading in the Parliament, was created. People’s deputies introduced over 900 suggestions and amendments to the bill adopted in the first reading”.
During the discussion, Minister of Education Serhii Kvit also noted that “it is urgent that the Law of Ukraine “On Higher Education” was adopted in the nearest future”. He claimed that the bill stipulates structural changes in the higher education, particularly, granting higher educational establishments levers of autonomy. In his words, the document also contains a provision on creating a third cycle of education – PhD-level.
Following results of the consideration, the Committee recommended that the Verkhovna Rada adopt the bill in the second reading.
