The Verkhovna Rada should take the decision on the work of the Interim Special Commission of the Verkhovna Rada of Ukraine on matters of elaboration of the bill on amendments to the Constitution of Ukraine this week. Acting President of Ukraine, Chairman of the Verkhovna Rada of Ukraine Oleksandr Turchynov stressed this opening Conciliatory Council meeting on Monday.
He reminded that the term of Commission’s work was extended till May 15. “The Verkhovna Rada should take the decision – either it is unable to amend the Constitution, or it should once again postpone the deadline for report and Commission’s work, or, maybe, we will finally reach any basis on which serious constitutional amendments can be made,” claimed Oleksandr Turchynov.
Thereat, Chairman of the Parliament underlined that the issue of constitutional changes is one of the key ones in the course of negotiations with representatives of local self-government. Particularly, the issues connected with decentralization of authority and broadening powers of local self-government. “Without a clear stand of the Verkhovna Rada in regard to constitutional amendments, it will be impossible to settle a number of problematic controversies,” he said.
Oleksandr Turchynov claimed also that during the two plenary weeks the Parliament should consider several laws that are important to the country, particularly, the package of legislative acts on combating corruption that is connected with simplification of visa regime with the European Union for the citizens of Ukraine. He reminded that this issue will be also considered in Brussels on Tuesday.
The Chairman of the Verkhovna Rada named bills on deregulation of economy – “the anti-crisis laws, the decisions on the majority of which should be taken,” to be another important package of issues.
