Respective decision was adopted at the Committee’s meeting on Tuesday, May 6.
The draft resolution (Reg. No. 4812) suggests recommend that the Acting President of Ukraine appoints a responsible authoritative person for heading the anti-terrorist operation.
Acting President of Ukraine is suggested to prohibit officials to publicly provide information about the anti-terrorist operation and comment on its course and implementation; to determine and authorize a special official upon the recommendation of the head of the anti-terrorist operation.
The draft recommends update the personnel and restore activity of the Interdepartmental Commission on information policy and information security at the National Security and Defence Council of Ukraine.
The draft resolution also suggests form Supreme Commander General Headquarters as the higher collective body of military leadership of the country’s defense, and cancel the Concept of reform and development of the Armed Forces of Ukraine for the period until 2017 and the State complex programme of reform and development of the Armed Forces of Ukraine for the period until 2017, prepare and adopt new documents with consideration of real and potential threats and challenges for national security of Ukraine.
The draft stipulates take measures on carrying out rotation and dismissal of persons called to military service in connection with mobilization, except for those willing to continue military service in a special period, every 45 days.
The document also recommends cancel the decision on directing and coordinating activity of the State Border Service of Ukraine via the Ministry of Internal Affairs.
Moreover, it is suggested to settle the issue on protecting the Transnistrian part of Ukraine’s state border by the Armed Forces of Ukraine and strengthen protection and security of the North Crimean Canal and network nodes.
The Prosecutor General of Ukraine is recommended to examine facts of dismissing and refusing to provide citizens called to military service in connection with mobilization with salaries.
The draft also suggests release from military service persons, called to service in connection with mobilization, in case of identifying their health problems, or in case of family circumstances or other justifiable reasons stipulated by legislation.
The National Security and Defence Council and the Cabinet of Ministers of Ukraine are recommended to ensure elaboration of a new version of the Concept of reform and development of the Armed Forces of Ukraine for the period until 2017 and the respective state programme with consideration of present-day realia and potential threats to national security of Ukraine.
The NSDC is recommended to analyse activity of business entities with foreign investments, located on the territory of Ukraine, owners (co-owners) of which are foreign companies or persons.
The Cabinet of Ministers is suggested to immediately settle the issue on providing military men participating in the anti-terrorist operation with individual protection equipment (body armours, protective helmets), necessary amount of night vision devices, and to maximally simplify the procedure of their procurement at the state’s expenses.
The government is also recommended to ensure efficient management of activity of the North Crimean Canal and also use of its water resources for meeting the demands of Kherson Oblast.
The draft resolution suggests immediately stipulate funds for arrangement of the second line of border control with the Autonomous Republic of Crimea and control points of the border’s crossing, as well as for equipping new and reconstructing present technical control posts according to surface picture.
Apart from this, the Government is suggested to take urgent measures in order to increase motivation for doing military service by equaling the rate of pay for all military men of the security and defense sector and increasing its amount; abolish some provisions of the resolution of the Cabinet of Ministers of July 17, 1992 No. 393; refer for consideration by the Verkhovna Rada the bill on granting persons, dismissed from military service, maximum amount of pension provision at the level of 80 per cent of their money allowance.
It is suggested also to establish the amount of money provision for military men of a regular military service at the level of the respective category of military men of contract service.
The draft resolution suggests take real steps to provide military men with housing.
The Government is recommended to take the decision on abolition of tuition fees during the special period for children of military men who study on a fee-paying basis in national educational establishments, and take the necessary decisions to enhance social protection of members of families of military men who died in the course of performing their military service duties.
The Cabinet of Ministers and the National Bank of Ukraine is recommended to consider the issue and take the decision on exempting military men, called up for military service in connection with mobilization, from paying fines and penalties for tardy repayment of loans during the entire special period, and to consider the issue of introducing repayment holiday.
The draft resolution stipulates entrust the Verkhovna Rada of Ukraine Committee on National Defence and Security to elaborate and refer for consideration by the Verkhovna Rada criteria for selection of persons to be appointed to the leading posts of the security and defense sector, as well as the procedure for approval of candidates to these posts.
