THE VERKHOVNA RADA OF UKRAINE CONTINUED ITS PLENARY WORK ON WEDNESDAY, APRIL 16.

Meeting of the Verkhovna Rada of Ukraine behind the closed doors was held at 10 a.m. In connection with the threat of violation of integrity and constitutional form of government, Head of the Security Service of Ukraine Valentyn Nalyvaichenko, Acting Defence Minister Mykhailo Koval, Internal Affairs Minister Arsen Avakov and Acting Prosecutor General Oleh Makhnitskyi took the floor with a report.  

The people’s deputies got down to consideration of agenda items during an open session at 12.30 p.m.

The Verkhovna Rada adopted the resolutions “On the mode of using financial charitable donations for material and technical as well as medical provision of the Armed Forces of Ukraine” (Reg. No. 4701) and “On the Statement of the Verkhovna Rada of Ukraine “On the initiative of international negotiations on de-escalation of situation around Ukraine” (Reg. No. 4696).

Chairman of the Verkhovna Rada of Ukraine Oleksandr Turchynov announced consideration of the draft resolution on the mode of using financial charitable donations for material and technical as well as medical provision of the Armed Forces of Ukraine (Reg. No. 4701).

The Verkhovna Rada adopted the draft resolution by 230 votes in entirety.

Parliamentarians considered the draft resolution on the Statement of the Verkhovna Rada of Ukraine on the initiative of international negotiations on de-escalation of situation around Ukraine (Reg. No. 4696). 

The Chairman announced that negotiations can start these days and informed on the directive prepared for these negotiations.

The people’s deputies upheld the Statement of the Verkhovna Rada by 232 votes.

The draft law on amendments to the Law “On Social and Legal Protection of Military Men and Members of their Families” re guarantees in the special period, registered under No. 4369 was reported by the people’s deputy Vitalii Chudnovskyi. He noted that the bill aims at increasing social guarantees of military men and members of their families during the special period.

According to rapporteur, the bill suggests establish that military service done by the citizens in the special period shall be included into their length of service, pensionable service, period of service in a specialty and state service at double rate.

V.Chudnovskyi argued the necessity of adopting the bill by the threat of encroachment on the territorial integrity of Ukraine.

Chairman of the subcommittee of the Committee on National Security and Defence Serhii Hrynevetskyi reported the decision of the Committee to recommend the Verkhovna Rada adopt it as a basis.  

The people’s deputies upheld the bill in the first reading by 228 votes.

The draft resolution on additional measures regarding increasing defense capacity of Ukraine (Reg. No. 4519) was reported by the people’s deputy Yurii Syrotiuk.

The First Deputy Chairman of the Committee on National Security and Defence Viktor Razvadovskyi reported the decision of the Committee to recommend the Parliament adopt the draft resolution as a basis and in entirety.

The Verkhovna Rada did not uphold the draft resolution (208 votes in favor).

The draft law on amendments to several laws of Ukraine re providing information about state registration of rights and encumbrances from the State Register of Rights to Immovable Property (Reg. No. 4590) was reported by the First Deputy Minister of Justice Inna Yemelianova.

The bill was adopted in entirety by 235 votes.

The people’s deputies considered the draft law on amendments to the Law “On the Capital of Ukraine – the Hero-City Kyiv” (re granting Kyiv mayor the possibility to actually influence development of the city) registered under No. 4638 and on amendments to the Law “On the Capital of Ukraine – the Hero-City Kyiv” (re appointing to the post of a head of Kyiv City State Administration exclusively a person elected Kyiv mayor) registered under No. 3004.

V.Klychko expressed surprise that “Batkivshchyna” faction does not uphold the bill (Reg. No. 4638). He said he is confident it is necessary to give citizens of Kyiv an opportunity to elect the mayor in order not to destroy the self-government.

Representative of “Batkivshchyna” faction M.Katerynchuk claimed the faction indignantly observes the issue on the situation in Kyiv. “Earlier, the bill on the two-round system failed. Unfortunately, not the whole “UDAR” faction upheld this legislative initiative. However, we know that Vitalii Klychko supports this proposal”, he claimed. In his words, it is urgent to consider the bill of A.Pavlovskyi (Reg. No. 3004), which is the same.     

M.Katerynchuk informed that “Batkivshchyna” faction is ready to uphold it and to uphold the two-round system of mayor elections in Kyiv as well.

People’s deputies stressed the necessity of considering the issue on two-round system of elections in Kyiv, and the issue on adding real powers to the authorities of the city mayor.  

The speakers drew attention to sociological research conducted for the last five years by leading sociological companies. According to them, Kyiv citizens favour uniting two positions – of mayor and of the Kyiv city state administration Chair.

Summing up, Oleksandr Turchynov upheld proposals on adopting decisions on uniting the positions, and on holding two-round elections. He asked the Parliament’s Secretariat to legally formulate how it would be possible to vote for these issues as a package tomorrow.  

Deputy Minister of Social Policy Viktor Ivankevych reported on the draft law on amendments to the Laws “On the basis of social protection of homeless people and street children” and “On Employment of Population” (re the status of refugees) (Reg. No. 4574). The Deputy Minister informed that the draft was elaborated with consideration of proposals of Regional Office of the UN High Commissioner for Refugees in Belarus, Moldova and Ukraine.   

First Deputy Chair of the Committee on Social Policy and Labour Yaroslav Sukhyi informed that the Committee upholds strengthening social protection of refugees and persons requiring additional or temporary protection. The Committee members adopted the decision to recommend that the Parliament adopt the bill as a basis and in entirety.

MPs upheld the bill during the discussion, however, there were not enough votes for it adoption (198 votes in favour).

The Chairman suggested consider all agenda issues, and adopt decisions tomorrow.

People’s deputy Mykola Kniazhytskyi reported on the draft law on amendments to the Law “On National Television and Radio Broadcasting Council of Ukraine” (re early termination of powers of the council’s members) under Reg. No. 2829. He reminded that according to the current legislation, the Verkhovna Rada appoints half of the Council’s composition, the other half is appointed by the President of Ukraine. However, the issue on early termination of powers of the National Council’s members has not been clearly regulated and requires further improvement of legal norms.    

The Speaker claimed that such norm existed in the previous version of the Law and was efficient.  

The bill suggests grant subjects of appointing the National Council’s members (the Verkhovna Rada and the President of Ukraine) the right to early termination of their powers following the annual consideration of the Council’s report.

The Committee recommends that the Verkhovna Rada adopt the bill as a basis.   

The Committee members claim it is reasonable to return to the norm of the previous version.

People’s deputies upheld the bill.

Decision on this bill will be adopted at the next plenary meeting.

The Chairman adjourned the plenary meeting.
