The Committee for Informatization and Information Technologies held a public discussion on the change of composition of the National Commission for the State Regulation of Communications and Informatization

“Round table” discussion of the suggestions to the change of personnel of the National Commission for the State Regulation of Communications and Informatization, attended by major industry associations, NGOs and experts, was held in the Committee on April 9, 2014.

According to the Committee members, involvement of the public to discussion of personnel appointments to the National Commission for the State Regulation of Communications and Informatization, and maximum consideration of points of view of the sectoral relevant organizations, telecommunications operators and providers, are measures necessary for further development of the sphere. Expert composition of the regulation body is crucial both for the sphere of communications and use of radio frequency resource, as well as for the sphere of information telecommunication technologies. The National Commission for the State Regulation of Communications and Informatization should consist of experts who, first of all, would be integrators of interacting spheres, would be equally well familiar with telecommunication issues, issues of the informatization and information technologies sphere. This combination will ensure a harmonious development of both activity areas, and will become a guarantee of information services promotion in all spheres of social life and economic activity.        

The Committee members claim it is not worth including representatives of leadership of sectoral NGOs to the composition of the regulation body, since regardless of their “public” status main efforts of such organizations are aimed at, first of all, upholding interests of members of such organizations who do not represent majority of telecommunications operators.     

The Committee Chair Valerii Omelchenko noted that under present circumstances, it is especially important to take well-balanced decisions with consideration of public opinion and also adhere to applicable legislation. V.Omelchenko noted that it is inadmissible to stop activity of the branch in connection with inability to legitimately appoint new composition of the body, prior to presidential elections.

“In view of the latter amendments to the Constitution of Ukraine, the functioning should be legitimized by making respective amendments to the branch legislation and only after that consideration of a new composition of the National Commission for the State Regulation of Communications and Informatization will be topical,” noted the Committee Chair.
