The document stipulates:
decrease a list of cases the Law does not spread to (from 44 cases to 10) in order to prevent uncontrolled use of public funds, transparency and openness of the state procurements sphere;
adapt procurement procedure in one of the participants to the practice of using similar procedure in the European countries;
decrease a list of grounds for using uncompetitive procedure in order to decrease cases of its use;
cancel necessity of placing information in the state official printed publication concerning state procurements and in the international informational publication concerning the issue on state procurements, however, preserving mandatory disclosure of this information on a web-portal of the Authorized Body;
disclosure of annual plans on the web-portal of the Authorized Body;
provide clients with an opportunity to use electronic means when applying procurement procedures, stipulated by article 12 of the Law.
