The Committee on Science and Education recommends that the Parliament adopt in entirety the draft resolution “On Recommendations of the parliamentary hearings entitled “Accessibility and quality of general secondary education: status and ways of improvement”

During the meeting it was stated that the draft resolution (Reg. No. 4062) suggests approve the abovementioned Recommendations, and it also suggests that until December 1, 2014 the Cabinet of Ministers should inform the Verkhovna Rada on the status of their implementation.
According to the document, participants of the parliamentary hearings recommend that the Verkhovna Rada elaborate a new version of the Law “On Education”, accelerate consideration and adoption of the bills on:
restoring state guarantees for pedagogical workers regarding their salaries, stipulated by article 57 of the Law “On Education” (Reg. No. 2861);
increasing amount of annual money reward to pedagogical workers for their hard work and exemplary performance of duties (Reg. No. 2413);
decreasing a maximum number of pupils per class from five to three in comprehensive educational establishments located in rural areas (Reg. No. 0906, 2768);
organization of inclusive education (Reg. No. 2878);
introduction of inclusive pre-school education (Reg. No. 2348а);
channeling money from the state fund of regional development for building, reconstruction, full repair of buildings of comprehensive schools, pre-school educational establishments, establishments for out-of-school education, sports grounds (Reg. No. 2157а);
stipulating enough funds in the State Budget of Ukraine and local budgets for 2014 and next years for financing state programmes in educational sphere; etc.
